Once you have watched the movie of the fire-bombing book thief and he moves on, you can
enter the room. Turn back towards the elevator and you will see a lever to the right.
This lever will return the elevator to the bottom and you can then walk through to unlock the outer door - you may be in and out of this room several times so you will want that door unlocked for easier access.
